Relief packages for those impacted by COVID-19

Businesses and individuals within the Clare & Gilbert Valleys Council region, who have been impacted by the COVID-19 pandemic, have been offered a lifeline to help them manage business and income losses.

A range of relief packages are being offered to eligible businesses and individuals including grants and rate relief for the fourth quarter of general rates and all service charges (if applicable).

Sporting Clubs can also apply for support grants of up to $3,000 if their fundraising has been adversely impacted by the pandemic, while $300,000 will be set aside in the 2020/21 Council budget for post emergency economic stimulus.

Business ratepayers in the Clare & Gilbert Valleys Council region can apply for support in two categories – Category A will provide rate relief to a business operating within premises declared as per the Emergency Management Direction – non essential business and other activities 4 (COVID-19); or Category B, where rate relief will be provided to a business not subject to the orders for defined premises, but which have been declared eligible for the JobKeeper program and/or State Government Emergency Cash Grants for Small Business.

The rate relief for situations A and B will go to the landlord, if the business operates from leased premises and the outgoings are paid by the lessee, but the effect is still to provide a rate relief to the business.

Landlords need to lodge an application as the ratepayer/owner for rate relief on behalf of the leased premises.

Businesses which are not eligible for the above categories may be eligible for a business support grant from Council.

Business Support Grants are for eligible businesses which have suffered a decline in economic activity as a consequence of the COVID-19 Health Emergency.

Council will provide Business Support Grants up to a maximum of $2,000 per business and applicants will need to provide evidence of the impact that the Health Emergency has had on their business and nominate what they would use the grant for.

Residential ratepayers will be eligible to apply for rate relief under Category C if they have lost their job because of the COVID-19 Health Emergency.

Ratepayers will need to provide information to support their application.

Clare & Gilbert Valleys Council will also compile a fast track list of shovel ready projects which can be prioritised by Council and be ready for grant funding opportunities.
