Council Elections

Councils are part of the democratic framework of Australia. The community elects their Council Members every four years, with the next Council Elections to be held in November 2026.

Clare & Gilbert Valleys Council Elections provide an opportunity to vote for candidates who will represent your community. You can also nominate to stand for election as a Council Member.

Council Elections are held by Postal Vote.

Council is not required to hold supplementary elections for vacancies that may occur after 1 January in a periodic election year.

Local Government Elections provide an opportunity to elect representatives who aspire, through the decisions they will be empowered to make on behalf of the community, to contributed to effective Local Government.

The voters roll for council elections has two components;

  1. The State (house of Assembly) electoral roll, and
  2. Council’s supplementary roll

STATE ELECTORAL ROLL

If you are on the State electoral roll you will automatically receive a voting pack in the case of a supplementary election in the Clare & Gilbert Valleys Council

If you have moved house or changed your name, you need to complete a new enrolment form, available at:

  1. Electoral Commission Website - click here
  2. your local Post Office, or
  3. at the Electoral Commission of South Australia office (located at Level 6/60 Light Square, Adelaide), or
  4. by calling Electoral Commission of South Australia on 1300 655 232 to request a form be sent to you.

COUNCIL SUPPLEMENTARY ROLL

If you are not enrolled on the State electoral roll you may be eligible to register on the Clare & Gilbert Valleys Council supplementary roll if:

  • You have been resident at your current address for one month and are not on the State electoral roll
  • You are a sole owner/occupier of rateable property
  • You are not an Australian citizen but you have been a resident at your current address for one month
  • You are a landlord for rateable property
  • You are an organisation/business owner or occupier of rateable property
  • You are a group of owners or occupiers of rateable property.

For example: If you are not an Australian citizen, and not on the State electoral roll you can vote in a council election, as long as you are above 18 years of age and have lived in the council area for more than one month. You can also vote in a council election if you own a rateable property in the area, regardless of whether you live in it.

Another important difference is that businesses and bodies corporate located in the Clare & Gilbert Valleys Council can vote in council elections. In order to do so, you must register on the Clare & Gilbert Valleys Council supplementary roll.

ENROLLING ON THE CLARE & GILBERT VALLEYS COUNCIL SUPPLEMENTARY ROLL

If you wish to enrol on the Clare & Gilbert Valleys Council's supplementary roll to vote in a supplementary election you should download the information and enrolment form relevant to your particular circumstance and submit it, marked for the attention of the Rates Department.

  1. Resident not on the State Electoral Role or a Sole Owner or Sole Occupier Form (where owner or occupier is a natural person.)
  2. Business or Organisation Sole Owner or Occupier Form (A designated person is required to vote on behalf of the body corporate.)
  3. Owners or Group Occupiers Form (Property owned or occupied by more than one person and/or business/organisation. A designated person is required to vote on behalf of the Group.)

All landlords, business lessees and resident non-Australian citizens are removed from the council supplementary roll (with the exception of City of Adelaide).  The Local Government (Elections) Act 1999, requires councils to purge the council supplementary roll on 1 January of every election year.
